WHO Report: 1.1 Billion Young People at Risk from Unsafe Listening Practices

Key findings from the WHO analysis

The World Health Organization's updated global hearing report estimates that approximately 1.1 billion people aged 12–35 are at risk of permanent, noise-induced hearing loss due to unsafe listening practices. The analysis draws on data from 48 countries and represents the most comprehensive global assessment of recreational noise exposure to date.

The report identifies two primary exposure sources driving the risk:

  • Personal audio devices: Smartphones, earbuds, and headphones used at unsafe volumes or for extended durations. The report found that 50–70% of young people in high-income countries regularly listen at volumes exceeding safe thresholds.
  • Entertainment venues: Nightclubs, concerts, bars, and sporting events where average sound levels routinely exceed 100–110 dB — well above the threshold for rapid hearing damage.
  • Why awareness remains low

    One of the report's most striking findings is the gap between risk and awareness. Despite the scale of the problem, surveys across multiple countries found that fewer than 1 in 5 young people at high risk considered themselves at risk of hearing loss from their listening habits.

    Several factors contribute to this awareness gap:

  • Gradual onset: Noise-induced hearing loss develops slowly over years or decades. Unlike a sudden injury, there is no clear moment when damage becomes apparent — by the time someone notices a problem, significant permanent loss has already occurred.
  • Temporary threshold shifts: The muffled hearing and ringing that follow a loud concert or long listening session typically resolve within hours. This recovery creates a false sense of safety — the temporary symptoms mask the cumulative permanent damage occurring with each exposure.
  • Social normalization: High-volume listening and loud entertainment venues are culturally normalized, particularly among younger demographics. The report notes that peer behavior is a stronger predictor of listening volume than knowledge of safe limits.
  • Lack of pain: Unlike many injuries, noise damage to the cochlea is painless. There is no warning signal that damage is occurring in real time.
  • The WHO's recommended safe listening limits

    The WHO recommends the following exposure limits for recreational listening:

  • No more than 85 dB for 8 hours per day (equivalent to a busy restaurant or heavy traffic)
  • No more than 100 dB for 15 minutes per day (equivalent to a loud concert or nightclub)
  • A maximum of 80 dB for personal audio devices used by children
  • For context, the average nightclub or concert venue operates at 100–110 dB. A single 4-hour concert at 100 dB represents more than 16 times the recommended daily dose at that level.

    WHO's "Make Listening Safe" initiative

    The report accompanies the WHO's ongoing "Make Listening Safe" campaign, which calls for action at multiple levels:

    For device manufacturers

    The WHO is pushing for mandatory volume limiting features on personal audio devices, automatic sound level monitoring that alerts users when they approach unsafe exposure doses, and default volume caps — particularly for devices marketed to children and adolescents.

    For entertainment venues

    The report recommends that venues be required to monitor and limit sound levels, provide free hearing protection to patrons, offer quiet zones, and display sound level information in real time.

    For governments and regulators

    The WHO calls for national hearing loss prevention strategies, inclusion of hearing health in school curricula, and stronger enforcement of occupational noise standards.

    What this means for consumers

    The practical takeaways from the report for individuals are straightforward:

  • Use the volume indicator on your smartphone — most now show a warning when volume exceeds 85 dB. Take it seriously.
  • Use noise-canceling headphones in noisy environments to reduce the temptation to raise volume to overcome background noise.
  • Wear hearing protection at concerts and in loud venues — foam earplugs reduce exposure by 25–30 dB without significantly distorting sound quality.
  • Take listening breaks — the ear needs time to recover from elevated noise exposure.
  • Get a baseline hearing test if you have significant recreational noise exposure. Early detection of a high-frequency notch (the first sign of noise damage) is a powerful motivator for behavior change.
  • The WHO emphasizes that noise-induced hearing loss is entirely preventable. Unlike age-related hearing loss, which is a natural consequence of aging, NIHL results from choices — and those choices can be changed.

    The broader context: a growing global burden

    The report situates recreational noise exposure within the WHO's broader projection that the number of people living with disabling hearing loss will reach 700 million by 2050 — up from approximately 430 million today. Noise-induced hearing loss, along with age-related hearing loss and untreated ear infections in low-income countries, is one of the three primary drivers of this projected increase.

    The economic cost is substantial. The WHO estimates that unaddressed hearing loss costs the global economy approximately $980 billion annually in lost productivity, healthcare costs, and educational support — a figure that will grow significantly if current trends continue.
